I want to use Sandy's (ATS) stack of books base, but the base is 4-rotation, and my object will only have 2 rotations. Is this possible, or do I need to find another base?
If I need to find something else, does anyone know of a floor and surface bookcase base?

If you have a front and a back view, you can just flip those views for the other two rotations, like Maxis does.

Yep, you just need to flip them to create the other views. The front views will be NE and SE and the back views will be NW and SW. NE is what is used for the front view in a 2-rotation object. NW is what is used as the back. So, just rotate those to create the SE and SW views and you'll be fine. :)
